Nevada issues $25,000 fine to Las Vegas group home owner

A local newspaper reported that the owner Emper Ebiya was issued the fine following state investigations that found the severely mentally ill people placed in the home were living in squalid conditions.

Officials say the home was shut down in 2016, but Mojave Mental Health, a subsidiary of the University of Nevada, Las Vegas, continued to place at least seven men there.

University officials say the home was one of only a few housing options for their clients. The state has since terminated its housing contract with the university.

Ebiya did not return calls for comment.
